WHY NOW?

Ray Public School District has been studying the long-term needs of its school facilities to ensure students and staff have safe, functional, and modern learning environments.


The current school building is approaching 100 years old, and many systems and learning spaces were designed for a different era of education. Over time, the district has made routine maintenance improvements, but several major facility challenges now require larger long-term solutions.


Key challenges include:

Aging Infrastructure

Many of the building’s mechanical systems date back to the 1950s and are nearing or past the end of their service life.

Outdated Classroom Spaces

Several elementary classrooms are small and do not support modern instructional practices or current technology needs.

Limited Cafeteria and Gathering Space

The cafeteria is undersized, forcing lunch schedules to begin as early as 10:40 a.m. The space also cannot adequately accommodate assemblies or community events. Since 2012, the Ray School K-12 enrollment has increased from  288 to 458. That represents a 59% increase in students.

Limited Gym and Multi-Purpose Space

The gymnasium is heavily used and scheduled nearly all day, limiting flexibility for physical education, extracurricular activities, and school-wide events.

Locker Room and Accessibility Limitations

Some locker room and athletic areas are too small and do not fully meet ADA accessibility standards.

While the district continues to budget for routine maintenance each year, the scope of these issues makes them difficult to address through annual repairs alone. Planning for improvements now allows the district to create a long-term solution that supports students, staff, and the community for decades to come.

UNDERSTANDING TAX IMPACT

Ray Public Schools is committed to providing clear information so residents can understand how the proposed facility improvements may affect their property taxes.

The estimated tax impact for the proposed projects is based on the True and Full Value of your property as shown on your county property tax statement.

 

Estimated Annual Tax Impact
If approved by voters, the estimated annual tax impact for the proposed $23 million base project would be approximately:
• $133 per year for a home with a True and Full Value of $100,000
• $148 per year for $100,000 of agricultural or commercial property

 

This equals approximately:
• $11 per month for a $100,000 residential property
• $12 per month for $100,000 of agricultural or commercial property

 

If voters also approve the additional $6 million project, the estimated annual tax impact would be approximately:
• $35 per year for a home with a True and Full Value of $100,000
• $39 per year for $100,000 of agricultural or commercial property

 

This equals approximately:
• $3 per month for a $100,000 residential property
• $3 per month for $100,000 of agricultural or commercial property

 

If Both Questions Are Approved

 

If both referendum questions are approved, the estimated combined annual tax impact would be approximately:
• $168 per year for a home with a True and Full Value of $100,000
• $187 per year for $100,000 of agricultural or commercial property

 

This equals approximately:
• $14 per month for a $100,000 residential property
• $16 per month for $100,000 of agricultural or commercial property

 

Your actual tax impact will vary depending on the True and Full Value of your property.

Your True and Full Value can be found on your annual county property tax statement.

 

Look for the section labeled “True and Full Value” on your statement.

Public meetings

Ray Public Schools will be hosting a series of Community Informational Meetings to provide residents with an opportunity to learn more about the proposed facility improvements and ask questions.


During these meetings, district representatives will share information about the facility planning process, the proposed projects being considered, and the potential tax impact. Community members will also have the opportunity to ask questions and provide feedback.
