WHY NOW?

Addressing Surrey School Facility Challenges

Surrey Public Schools has always prioritized providing safe, high-quality learning environments for students. Over the past year, the district has been studying facility challenges and exploring solutions that support students, staff, and the community for years to come.

Safety Concerns Identified

In 2024, the State Fire Marshal determined that the connection between the main school building and the portable classrooms does not meet current fire safety codes. The district worked with engineers to develop a temporary solution, but a long-term fix is needed.

Temporary Classrooms Reaching End of Life

Portable classrooms were installed in 2012 as a temporary solution. After more than a decade of use, these units are aging and were never intended to serve as permanent learning spaces.

Code Compliance Issues

The breezeway connecting the portable classrooms to the main building has several code compliance issues, including stair design, accessibility limitations, and fire protection requirements. Addressing these issues is necessary to ensure student safety.

A Long-Term Solution

The community task force recommends replacing the aging portable classrooms with permanent classrooms and creating a safe, code-compliant connection to the main school building. This solution addresses safety concerns while improving learning environments for current and future students.

UNDERSTANDING TAX IMPACT

Surrey Public Schools is committed to providing clear information so residents can understand how the proposed facility improvements may affect their property taxes.

 

The estimated tax impact for the proposed project is based on the True and Full Value of your property as shown on your property tax statement.
 

Estimated Annual Tax Impact
 

If approved by voters, the estimated annual tax impact would be approximately:

  • $162 per year for a home with a True and Full Value of $100,000

  • $180 per year for $100,000 of agricultural or commercial property
     

This equals approximately:

  • $14 per month for a $100,000 residential property

  • $15 per month for $100,000 of agricultural or commercial property

 

Your actual tax impact will vary depending on the True and Full Value of your property.

 

How to Find Your Property’s True and Full Value

Your True and Full Value can be found on your annual county property tax statement.

Look for the section labeled “True and Full Value” on your statement.

Public meetings

Surrey Public Schools will be hosting a series of public informational meetings to provide residents with information about the upcoming school facility referendum. Community members are encouraged to attend to learn more about the project, ask questions, and share feedback.
 

All meetings will take place at:

Public Meeting #1
Monday, May 11

Final Public Informational Meeting
Thursday, June 4

Community members are encouraged to attend any of these meetings to learn more about the proposed project, understand the facility needs, and ask questions prior to the upcoming vote.

Who Can Vote
Residents who live within the Surrey Public School District and are eligible voters in the State of North Dakota may vote in the referendum.

 

Absentee Voting
If you are unable to vote in person on election day, you may request an absentee ballot through the Ward County Auditor’s Office.
Absentee ballots allow eligible voters to vote by mail prior to the election.

 

How to Request an Absentee Ballot

Voters may also find absentee ballot information and applications on the Ward County website.


Once the application is completed and approved, the absentee ballot will be mailed to the voter. The completed ballot must be returned according to the instructions provided to ensure it is counted.
